Foster Parents are people who volunteer to adopt the clones of historical figures and raise them in homes at Exclamation! U.S.A. and send them off to school at Clone High High School. They are complicit with helping The Secret Board of Shadowy Figures carry out Operation Spread Eagle. Each foster parent may have their own various reasons for adopting clones as well as different ways of bringing up their clones.

Biography

Every clone has a foster parent which has taken care of them since they were infants. Foster parents do not have their own biological or otherwise adopted children however there are some exceptions such as Confucius' foster parents, who have a non-clone daughter. The parent and clone matches seem to be randomly selected and tend to have little in common with the clones. Gandhi's parents are a stereotypical Jewish-American couple, while JFK is raised by a homosexual interracial couple, Joan's "foster grandpa" is an elderly blind musician similar to Ray Charles named Toots, a parody of the stereotypical wise old man role found in many teen shows, and who begins many of his declarative sentences with the words, "Now, I may be blind, but I can see..." followed by a wise-sounding observation that has little-to-nothing to do with anything. Confucius' foster parents are a wealthy couple that spoil Confucius but at the same time don't spend a lot of time with him. Frida's foster dad, Mr. Kim, is a morally upright man who dearly loves her.
